This converger tests the following ratio,

\[ \left|\mathbf{\dfrac{E}{U}}\right|\leqslant{}tol. \]

where \(\mathbf{E}\) denotes the error vector set by other solvers, etc., and \(\mathbf{U}\) denotes the total displacement of the system.
